How much to spend on a golf club set for a beginner? How to choose a somewhat decent golf club set?

Yeah, so I know nothing about golf. My husband wants to start golfing, he has MAYBE golfed like 10 times in his entire life, using friends clubs or whatever.
Well he wants to start golfing more frequently and have his own set. I know NOTHING about golf…
So I have a few questions-
* How much should I pay for a set, also, should I get a new set or used?
* Can I just go on e-bay and get a set for like $150 and that would be okay?
* Do brands really make a big difference?
*Anything else I need to watch out for or know before buying a golf club set?
